JOB DESCRIPTION – BURSAR

Grade 7 or 8 (depending upon experience/qualifications)

30 hours week – term time only

Salary – from £21,268 pro-rate, term time only

JOB PURPOSE

  • To manage effective administration and financial services to the school
  • To maintain a three year financial plan that will indicate trends and requirements of the school and forecast future years budgets
  • To manage the administration of personnel functions in the school
  • To manage the purchase of supplies, equipment and services
  • Liaise with Premises Officer regarding maintenance and health and safety issues

ORGANISATIONAL RELATIONSHIP

Reports directly to the Headteacher.

SPECIFIC DUTIES

FINANCE AND ADMINISTRATION

  • To be responsible for the budget modelling, drawing up draft budgets and providing financial information and advice to the Senior Leadership Team and the full Governing Body.
  • Provide costs for Senior Leadership Team in order to make informed choices about structural staff changes.
  • Improve and implement new administrative systems to streamline office processes.
  • To monitor salaries and expenditure and advise the Senior Leadership Team and the Governing Body accordingly.
  • Import annually the Key to Success data from the DfE website and ensure accuracy of recording pupil premium data on SIMS.  Send FSM/Pupil Premium forms off to WSCC on a regular basis and assist Senior Leadership Team in identifying any families that could benefit from the funding support. 
  • Produce and update the Pupil and PE Premium spreadsheets of expenditure working closely with the budget holders for planned expenditure.
  • Preparation of Pupil Premium/PE Premium for approval on the website.
  • To manage the maintenance of accounting records relating to the school budget on SIMS together with the appropriate financial controls.
  • To administer and monitor the schools Voluntary Fund using School Fund Manager ensuring accurate Year End reporting and annual audit of records.
  • To manage the ordering, processing and payment of all goods and services ensuring best value at all time.
  • To ensure that up to date records of all expenditure and income are kept and reported monthly to the Senior Leadership Team and termly to the Governing Body and recommend any virements necessary to Governors or the Senior Leadership Team.
  • To develop and monitor a long term financial strategy for the school in consultation with the Headteacher and Governing Body including updating the 3 Year Forecast based on predicted changes from WSCC.
  • To review contracts and practice to ensure Best Value.
  • Manage the SLA process carefully every year, working closely with the Senior Leadership Team in reviewing existing contracts and their effectiveness, giving adequate notice as required.  Reconcile all SLAs on the monthly data download in August.
  • To ensure additional hours and supply teachers’ claim forms are calculated correctly, authorised and submitted to WSCC monthly and are reconciled accurately on a monthly basis.
  • To prepare financial returns for the Local Authority, DfE and other agencies within the statutory deadlines. Prepare the Workforce Census working closely with the Senior Leadership Team to ensure accuracy.  Peer review the January and October census to ensure accuracy of headcount for overall school including pupil premium children, SEN provision, EAL provision and UIFSM/FSM averages on the day.
  • To be responsible for the management of income generation including school lettings and funding sources.
  • To ensure school complies with VAT regulations.
  • To provide Benchmarking data to the Senior Leadership Team and the Governing Body on an annual basis in order to monitor schools performance.
  • Manage the ordering of UIFSM/FSM with the provider, checking weekly waste and be the main point of contact for the provider for on-site staff.
  • Responsible for annually checking club providers DBS, risk assessments and qualifications.
  • Ensure the Key Register is updated annual.
  • Manage the Asset Register and Disposal of Assets working closely with the onsite IT Support
  • Working with the LSAs and Premises Officer, maintain a School Inventory.
  • To work with Schools Finance and Internal Audit regarding system updates, provision of data and annual budget statements, or process changes as and when required.
  • To assist with the booking of residential trips or large scale off site trips.
  • To attend WSCC Funding briefings and network with other bursars/Business Managers to ensure best practice.
  • To manage the updating of the SFVS working closely with the Governing body and submit this by the required timescale.

PERSONNEL ADMINISTRATION

  • In consultation with the Headteacher, produce job descriptions, person specifications and advertisements for vacant posts for all staff following safer recruitment processes.
  • Participate in the selection process of administration staff.
  • To ensure that accurate personnel records, including sickness and other absences are maintained and information passed to CAPITA Personnel and Payroll Services monthly.
  • To carry out the administration processes relating to recruitment and other staff changes, including references, medical clearance and Disclosure checks as required.
  • Manage the Single Central Record for all staff, volunteers and Governors to ensure accuracy of data at all times.
  • To ensure that staff are paid on the correct scale and spine point in consultation with Governors and to provide appropriate information on pay to staff and the Governing Body.
  • To be the first point of contact for all staff at the school on pay and contract related issues, liaising with Personnel and Payroll where necessary.
  • Maintain a Register of Staff Business Interest and ensure this is updated on the school website annually.

PREMISES/HEALTH AND SAFETY MANAGEMENT

  • To co-ordinate the annual work programme based on the needs highlighted by the Premises Committee and obtain quotes for works identified.
  • To attend the annual Premises Development Plan and work closely with the County Surveyor by submitting relevant Self Help forms for changes to the school premises.
  • To ensure systems are in place for effective monitoring, measuring and reporting of Health and Safety issues to the Senior Leadership Team, Governors and where appropriate the Health and Safety executive.
  • To ensure records relating to premises maintenance are available for statutory monitoring including, asbestos register, water quality and fire risk assessment, fire alarm and emergency light testing.
  • Liaise with the Premises officer daily regarding maintenance issues.
  • Oversee relevant training for First Aid, Food Handling and Fire Wardens liaising with the Office Administrator.
  • To ensure all Licences and Insurances are up to date and displayed as relevant, and submit Gambling Act returns as and when required.
  • To answer the telephone and the reception desk when necessary providing office cover in during busy times and in the event of staff absence.
  • To support all aspects of school life.
  • To carry out other duties as may be required.
  • To maintain confidentiality in all school matters.
  • To act at the Data Protection Officer for the school ensuring compliance of the GDPR, accurate record keeping and safe disposal of out of date records.
  • To act as a Fire Warden as and when required.
